A handmade wooden pulley wheel, hence its measurements not being perfectly symmetrical. The surface of the wood appears to have been burnt, and still retains a burnt smell. The outer rim of the wheel has many nails in it which have been bent over, a practice which helped to give better traction for the ropes or belts around the pulley.
